File photograph shows flood devastation near the Stanislaus River. From an article: “Each year brings its threat of spring floods to communities in the river flood plain — including the City of Stockton. Damage varies year by year but an annual average of $1 million has been estimated. New Melones will end the flood threat; in contrast, SB 1482 provides neither funding nor planning for adequate flood control”. From the Stanislaus Notebooks, a collection by Martin Blake, maybe 1982.
