PROA Card for guide certification

Faced with a demand from the Bureau of Land Management in 1972 for licensing, outfitters designed a certification program of their own (PROA – Pacific River Outfitters Association). It involved a rowing test at Camp Nine and a written exam. The program lasted for about two years and was dropped in favor of outfitter-by-outfitter licensing. Here, Ty Childress’ license is shown.
